Since the 2001 terrorist attacks against the World Trade Center and the Pentagon, the Army has taken critical steps to improve its capabilities for homeland security (HLS). The question is whether more should be done to hedge against the risk that these capabilities may not be sufficient, given future dangers and risks. This report explores ways in which the Army in both its active and reserve components could respond today by conducting more specialized HLS training, by improving its responsiveness for domestic emergencies, and/or by augmenting certain types of its capabilities, and then suggests a hedging strategy the Army could adopt. This report would be of interest to anyone concerned with how the nation will defend itself against terrorism and the U.S. Army's role in that defense. In the Army, this research was sponsored by the Deputy Chief of Staff for Operations and Plans (G-3). It was conducted in the RAND Arroyo Center's Strategy, Doctrine, and Resources Program. The Arroyo Center is a federally funded research and development center sponsored by the U.S. Army.
